It is fantastic at this in a small gang, for the fit you won't be able to fit a point cuz of lack of mids but hopefully you will have a dedicated tackle ship.
Shield fit-

Highs- neutron 2s
Mids- LSE 2, Invuln 2, mwd, Fed navy web
Lows- Damage control, x2 mag stab, x2 tracking enhancer and either a nano or another magstab.
Rigs- anti-em 2, x2 core defense extenders

Drones to taste, consider ECM drones though as the ship is a shiney

If I can recall correctly you'll be cruising around 2000m/s w/o heat

If you want to shield fit it I think that's acceptable, your using your ships bonuses without gimping the tank but you'll have to leave the pointing to your fleet mates

I used to fly a vigilant before the patch and it was absurdly fun(if also absurdly expensive) to fly. Remote sebo it and keep pretty much anything getting back to gate, AND do top damage, AND look sexy as hell doing it

It should be even better post patch, but it's damage role may have been somewhat taken over by the talos.

Also, with those bonused webs, void should almost always be your go-to ammo for short range.
