there was already loooong time ago a suggestion like that.

basically T3 Station that could be assembled however the builder wants to.

Of course it would be awesome to:
a) have "t3" stations you can customize a little bit
b) have visual modules for all the nice upgrades you can add to them (better refineries, more production slots, etc....)

sadly, thats no real eve. fleets are just ugly blobs, and formations doesnt care.
