Looking for a PvP character

Has to Have :

Arrow Good Engineering skills
Arrow Tanking skills
Arrow Gunnery or missile skills
Arrow Command ships would be helpful
Arrow Has to be able to move anywhere in empire

If possible then carrier pilot

Budget : 13B
