Low Sec exploration

Do low sec exploration sites differ as in better ones at 0.1 and worse ones at 0.4? Or do all the sites have the same chances of spawning no matter what security low sec its in?

I am mostly interested in the radar/mag sites as of right now.

No. Low is low is low. Sites spawn by region and second band but not by specific security rating.
