High Sec Moons, A Waste of space or a need of improvements?

I've been phishing for parts of the game that doesn't really have uses in the game then it hit me, high sec moons are pretty much useless other than running away from battle or launching high sec poses. What i'd like to propose is new features the puts high sec moons to a use, something like BPO creation from new special types of combined bpos you use from extracting new material only in high sec moons. Anyone have ideas? I am open

High sec moons work just fine for production and research outside a station. Leave the moons alone. They're just fine in high arc as is.
