Tactical Shield Manipulation - how does it work?

No it does not. As your shields run down, damage can bleed through to armour. This skill cuts down that bleed through

You can notice it on some NPCs or big structures you shoot. When you get below 50% shields, some portion of the damage you do to it gots through the shield into armor. The amount that goes through is reduced by 20% for each level of Tactical Shield Manipulation the target has trained.

now, there is contention whether taking the skill to L5 is worth it at all, because something about the bleed-through actually helping you tank a little bit.

Personally I hull tank, so shield and armour are both unnecessary red bars in my hud [:D]

Level 0: Below 25% shield there is a small chance to bleed damage to armor.
Level 1: Below 20% shield there is a small chance to bleed damage to armor.
Level 2: Below 15% shield there is a small chance to bleed damage to armor.
Level 3: Below 10% shield there is a small chance to bleed damage to armor.
Level 4: Below 5% shield there is a small chance to bleed damage to armor.
Level 5: You will never bleed damage to armor.

Level 4 is required by tech 2 hardeners. There is no real reason to go past level 4 for most people. The skill at 5 is useful to a very small minority.

It has been shown that the skill is detrimental, particularly to armor tanks, as it forces the shield to absorb damage which keeps it lower, and lower shield below 25% recharges progressively slower the lower it goes.

Bottom line: train it to level 4 and forget it.

What Tau said. Get 4 for T2 hardeners, but beyond that it'll hurt you more than it helps you. Besides, in most ships the time between 5% shield and 0% shield is so infinitesimally small that you really won't notice the difference (and it's certainly not worth 2-3w of training for lvl 5).
