So, what is the difference between these twobits when creating an API key? What information do they give access to?
Private Information: [all] [none]
- CharacterInfo [?]

and
Public Information: [all] [none]
- CharacterInfo [?]


And why do the question mark links next to them not lead to a wiki page but to the same Create Key page?

Unfortunately, that doesn't provide a clear answer to the question asked. :-)

The API documentation is still written based on old style keys (references to "full key" and "limited key").

Assaj - try both, let us know, update the wiki page. :-)

I will make a MAJOR guess

The medals and decorations you can make Public or Private right?. Maybe it is this?.

The difference is the same difference between full and limited had.
