TDF and BTL negotiations fell through, Diplomacy has failed us

I'm not much of a an incursion runner and I don't run incursions anymore.

The issue I see with incursions are the vanguards and the fact that BTL and TDF allow the mothership to persist so they can farm without end.

Vanguards at their current state trivializes C3-4 Wormholes and Nullsec anomalies in terms of isk/hour to risk.

Vanguards make slightly less isk/hr, but the amount of risk is much much lower.

Sure with a secure Wormhole or nullsec space it is somewhat safe, but who is it that provides the security, why the players of course.

Highsec is done by NPC Concord and Empire Navy, no player input is require to maintain its security.

Incursions have an infinite number of sites, while Wormholes and nullsecs have anomalies that can only be done once a day (I may be wrong with the nullsec anomalies due to changes made). That severely cuts into the amount of isk that players can make, while incursions can be done 23/7 until it is decided that the mothership is to be killed. But then another highsec incursion will appear after downtime.

TLDR: Vanguard and Incursions make many riskier ways of making isk look rather inefficient.
