c1 or c2
static high
no active structures/defenders

nice to have:
buying a citadelle and all poco
no static wh > c2

Just put your alt into Thera and wait few days. Right now according to Thera connections list it is connected to J152624, which seems to be exactly what you need. Feel free to send me some ISK for the tip ;))

IMO the worst you can imagine.

Not only C1 and C2 WH give very poor isk from sleepers, but a static to HS will guarantee you problems every day.

The only low class WH which has a static C2 is a C2->LS/C2. A C2 with static HS will always have a C1, C3 or C4 secondary static. A C1 will only have one static, which will always be to known space (HS, LS or NS)

True, but if all he wants is the PI... If char has good standings with all 4 races, he can find HS station with L4 mission agent just few jumps from his WH. Sleep, PvP and PI in wormhole, eat & trade in HS. Who needs those sleepers after all ;)
