At the moment, cargo scanners allow you to see through one container layer.
You can see what is inside of courier wrap, or what is inside of a freight container.
However, if it is a double wrap, all you see is the inner wrap, not its content.

Please introduce new officer cargo scanner capable of scanning through TWO layers.
I want to see what is inside that double wrap.

I'm pretty sure antigankers will be happy to blap my officer-fitted scanner alt :)

The one-layer restriction is something in the underlying code, not an arbitrary thing CCP introduced to make Cargo Scanners less effective. If I recall correctly they were looking at fixing that several years back but it turned out to be an infeasible amount of work for the potential benefits.

Change it to scan through two layers and people will triple wrap.
Change it to scan through three layers and people will quadruple wrap.
Do you see my point here.
Bubble wrap is the counter to cargo scanners and that fundamental aspect should not be changed so all you do by increasing the number of layer wraps that can be scanned through is increase the hassles for those who haul.

Not going to happen. It would take work and won't attract more customers or change enough minds of vets who want to unsub.

Technically you can't triple wrap.
