Legion DPS sometimes glitched in fitting window

Sometimes my legion dps with heavy assault missile launcher 2's and medium drones shows a dps of around 730 without any damage mods. I then add a BC2 and my dps only increases to about 750. I then take the damage mod off and my dps drops down to what I suspect is the correct value of 657.

Obviously there's a glitch here. I guess i'm right in thinking that the lower number is the true dps?
