If your Citadel is destroyed in a WH, are your ships covered?

If I am under attack and the end is near for my Citadel. If I cant get a ship out of the Citadel to safety.

Can I insure the ship and when the citadel is destroyed and everything drops.

Does it count as a 'Ship Loss' and insurance is paid out?

These are regarding un-piloted ships at the time.
