Introduce a Licence item similar to the old starbase charters

Create two different types:

"Concord Outer Rim Extension" Licence
"Black Market Interface" Licence

Make BPs available to produce but limit materials to build them to say 100 ozone & 100 stront each make each licence in an online citadel last an hour.


When anchoring a citadel
> Double base anchoring times
> Without the licence the citadel remains off overview & sov holders dont get an alert
> Using the licence halves the anchoring time but makes it visible on the overview to everyone & null sec owners get an alert

When Online but no Licence
> Citadel is fully visible on overview
> Market, Cloning & Industry systems are offline
> Citadel is vulnerable 24/7
> Only has 1, 7day long reinforcement cycle

When Online using a "CORE" Licence
> Citadel is fully visible on overview
> Market, Cloning & Industry systems are usable
> Citadel has standard vulnerability windows
> Only has 2, 1x 24hr & 1x7day long reinforcement cycles
> Capital system citadels get and extra 1x 24hr RF cycle

When Online using a "Black Market" Licence
> Citadel is not visible on overview
> Market, Cloning & Industry systems are usable but market is limited to owning corp/alliance & cloning service has risks (eg 5% chance of losing a skill level) - it is a black market service after all!
> Citadel has standard vulnerability windows
> Only has 1, 7day long reinforcement cycle

First of all, you are aware that citadels don't appear on your overview unless you have docking access right? If you're talking about removing them from the sensor overlay that's just ridiculous, it will be far too easy to ninja anchor them in hostile space.
Second of all, why would I ever use a black market license? There's no point in removing it from the overview since it appears on the sensor overlay, there are less RF timers, and the cloning service has a chance to randomly un-train JDC V.
Also, you totally missed out on a chance to make an ISK sink by having them NPC sold instead. It doesn't make much sense that I can make my own license out of ozone and strontium clathrates.

I'm going to build a big wall that will keep the Gallente out, and they're going to pay for it!

Yes I'm aware but I'd suggest removing the "cant dock not on overview" feature personally

The idea behind the Black market licence is to give people the ability to ninja anchor and operate in unused space but to try and balance out the added benefits of having a harder to find structure. Skill loss was only an idea, you could easy just disable the ability to clone jump or set it as your home station.

I like the idea of NPC sell orders but its just another thing that you have to haul out to null sec, granted its not likely to be a massive cargo but if you're 50/60 gates from empire its a pain.

Simply because of this your idea is dead on arrival.
As stated above it make no sense to allow people to manufacture these licenses so let us look at a few things.
In nul sec you are your own government and it simply makes no sense to charge yourself a license fee.
High and low sec are both empire controlled space, why would the empires allow someone to make a license to anchor a structure in their space?

While on the subject of high sec the ISK burdens placed on a solo player or small group by having to buy the materials needed for these licenses is out of balance with any benefits they might receive how do you propose to account for that?

One wonders why you choose 100 ozone and 1000 stront as the required materials to manufacture this license?
One also has to wonder why you choose to make this license good for only 1 hour?

True but you also link into the empire/concord network for gate/communications/market services etc so you're not paying yourself you're paying concord to use the services

Doesnt have to be manufactured, its entirely possible to use NPC sell orders. The idea behind manufacturing them was remove the need to haul them to the edges of nullsec. In the grand scheme of things how you get them is fairly irrelevant.

Material cost is up for debate but you drop it to 100 Ozone & 10 stront or whatever is reasonable. You could always offset the cost slightly by reducing fuel block useage.

Because that's how the starbase charters worked. I'd have zero objections any other time period, as long as there an appropriate cost.

true we do need a new way to use stront since citadels don't need it for their 1 week of timers, while pos needed a lot for 2 days
