Having issues building a Hecate

I have a BPC and the required parts for building the Hecate, but I can't seem to build it no matter where I take it to?
is there certain stations that I have to be at that I can using to build it?

You can't build T3 at an NPC station. Take it to a public engineering complex with manufacturing facilities or an Amarr Outpost in Nullsec. Use the facilities tab in the industry tool to find one. When you mouse over the manufacturing column you'll get a popup showing what can be built there and any bonuses. Make sure Tactical Destroyers are on the list.
