Whats up with this event requiring Tech III cruisers for "Long Arm of the Law" event?

Wasn't there complaints before with dailies and forcing players to do certain activities to earn a small amount of skill points? Now instead of rewarding players with Skill Points (without a prerequisite) and allowing them to allocate SP of their choosing, you're now forcing players to train a T3 Cruiser (prerequisite) just to take part in these new dailies...... wtf?
