A pvp question for solo or duo

So I was thinking.

Seeing how ammarian guns mid range faction ammo give decrease to cap use.
Was thinking what if i fit those and use a normally very unstable fit like duel armor repairs, or something else that would cause cap issues, like a neut.

Would this be viable, or would the unstabilty to switch ranges without lossing the advantage of not capping yourself out too quickly be too big of a problem.

Also on a side note, was told not to use conflsgerate ammo on ships my size because the tracking penalty makes me do less damge than navy multifrequency.
Is it worth using conflag if you have one or two webs, or a tracking computer? Just curious.

I haven't run the numbers but most of the time people just use multifreq for close range targets regardless of how much cap it costs. The higher damage should make up for the increased cost and the faster you kill your target the less time you need to spend cap on armour repairers / getting neuted. Cap boosters and good capacitor skills are your friends.

Conflagration can be used against same sized targets but you have to keep in mind the tracking. If you can dual web your target and keep the transversal down then you can used it without the tracking penalty being an issue. Just be careful that you don't ruin your own tracking by orbiting your target. However if you target can also dualweb you and is faster than you they will be able to control transversal and it may be better to swtich over to multifreq.
