Citadels and ECs not showing under "Facilities"

Why are not all citadels and ECs visible under "Industry" and "Facilities"?

Only public structures are visible. If you keep your structure private, it is visible in space but only people with access rights will see it in their overview, facilities tab or structure browser.

Edit: private structures will be visible in your overview if you are on grid with them.

Well I can dock in every one of the structures visible in my overview. Aren't they public then?

Just because they're public access docking doesnt mean they're public access services as well. Also, just because the overview SAYS you can dock, doesnt mean you CAN dock. In order to know what you have access to in a structure, you need to open the show info window and check for a "services" tab. None? They arent letting to dock, tether, or otherwise use the structure. If it only says "docking" then that's all you can do, dock.

I checked each an every one. I was able to dock, as well as manufacture and use other services. According to all logic they should be visible but they are not.

One is even marketing itself in the overview with 54% reprocess. It should be int this structure's/corp's interest to show in the facilities tab.
