Functional Cosmetics, Ship Painting Station Service, Selling Pallettes

Skins are kind of lame, anyone playing fast and rough isn't going to be zoomed in on your fancy shiny skin and at the end of the day it's a two-tone color swap- who cares. Why not attach miniscule buffs to each color item, red gives you a 0.5% acceleration and max velocity buff, crimson a half-percent buff to rate of fire on turrets and launchers, gunmetal grey buffs armor, chromatic blue buffs shields, black a half-percent reduction in signature radius, yellow increases incoming missile velocity but gives a 1% buff to damage, Gold buffs command burst strength, silver CB radius, etc, et al. Existing themed skins could have more powerful buffs and/or drawbacks.

New Service Rig: Nanite Application Harness (M/L/XL for sub-cap, cap, and supercap, respectively) allows players to alter their ship skin based on skins they've bought and pallette colors acquired (see below), required to change skins from now on, service fees and taxes apply.

NanoPallette Copies: a BPC item that unlocks color options in a Nanite Application Harness and can be invented in the industry panel to produce more and more effective copies, new pallette options can be released for events and the market supply of NPC-held pallette options reseeded infrequently to keep the items rare and sought after in-game where themed skins remain in the plex store.

Same goes for avatar items, but give them buffs applicable to WiS mechanics that will never get implemented so there's a reason, however flimsy, for me to even care about the differences between items other than what I like the look of.
