Offer new character backdrops for Omega state accounts

This is a suggestion for how to release character avatar backdrops; an alternative to offering them directly in the New Eden Store.

Alpha State: Retains curated selection of existing backdrops. CCP community events may offer limited time backdrops for all.
Omega State: All current backdrops + New backdrops are appended to list when released.

If Omega account dips into Alpha state, character portrait remains unchanged as it currently does (unless player updates avatar when changing clothes, pose, etc). This allows players to retain some discretion of account state while also encouraging players to sub if they want to update avatar with the latest backgrounds.

Beyond API checks, CCP wanted to remove the ability to tell who is an alpha and omega state character, and this suggestion seems to complicate that. If you have a 'curated' selection of backgrounds only available to alphas then it'll be assumed that if you have that portrait you are an alpha who hasn't subbed yet.

However, I could see the off-hand pirate using an alpha backdrop to confuse and conceal intel of what ships they have access to. That in itself might be interesting.
