who can you batphone for defense? Without a defense fleet attackers will be able to blow it up. I have no idea how long it will take to get someone's attention, but if you drop a Sotiyo in HS I'm sure it will draw someone's attention at some point and they will see if they can kill it.

there is only one sotiyo kill in highsec, and it's KB is pretty bad so it didn't seem to be able to deal with the attackers very well.

The whole No Handlebars pirate cartel was unable to defend it. A battle brought 2050 pilots on the grid: Team A offenders (CONDI, TEST) and Team B defenders (SWAG, NC, MC). I’m not familiar with the pre-story what managed to happen this. What brought their attention? Anyway, NC dropped on the grid over 20 Titans! Brawl turned into chaos after what it’s not possible to determine who and what damaged. There are rumors that Handlebars paid to Waffles to not come for “blows” and maybe give a order to MC.

Your Sotiyo will draw attention for sure. Just roam the region systems and notice the number of reinforced Fortizars, for example. In Hi-Sec it will not be attacked by caps and subcaps, but a massive fleet of cruisers and BCs can destroy it (including bombers). The Azbel manufacturing complex is the best and most expensive option for you, if you want to risk. It has 3 fighter tubes and nice shield to not be a nice piece of cake for somebody. You just need very skill expensive fighter skills or/and moderate corporation pvp members. You need those fighters and pvp pilots just because traditional structure defense modules have insane dps 20-30k, but with large signature radius near 10km, which is not effective vs cruisers and BCs in Hi-Sec. You just need to put Webifiers and Painters into your mid station slots.

For a starting project just get a Raitaru, which is not expensive to lost, will serve all main manufacture jobs and will not bring attention. The Sotiyo is good if you plan to manufacture subcap and cap ships mainly (you need an alliance size).
