Possible ISK sink with Citadels

With recent changes and everyone getting mad about nerfs to their way of eve life in order to keep the eve economy healthy got me thinking of other ways to help balance the economy. People have suggested stuff with citadels to adjust vulnerability times my suggestion focuses on trying to balance to help the smaller guys as much as the larger guys.

Have a fee/tax/fuel cost multiplier , some kind of increase cost, to corporations and alliances that use more than one structure. The goal isn't to force people out of using them , like each corporation gets 1 per 20 members or some magic formula that has no increase cost. Some formula for alliance also. Then also have something to do with sov mechanics out in Null as we obviously want people to use their space and put structures up. There would need to be a lot of balancing on this but of course just need to keep ideas coming out that will keep economy healthy and everyone still using the new features and the space they live in!

Coming from a current structure owner, I wouldn't mind a basic flat upkeep fee being applied to structures. Say, 2-5mil a month. Justify it as fees paid to the structure bound crews as citadels and ECs are supposedly housing millions of non-capsuleer individuals who actually make the bits and pieces run properly.

People are going to say no though because 'mah isk' and 'deflation' if I had to guess though.
