Bounty system - where dreads thrive and knights shine

Bounty system should be simple, effective and bring a lot of fun for anyone willing to participate.

There are many red and green flags that would need to be implemented to make sure this works and prevents abuse.

The whole bounty system is to create more PVP within high sec and low sec.

Here is list of rules on how this would work and get triggered

*only person that can put on bounty is one that was shot at , podded, got ship blown, stolen property like can flipping and actions that would flag the villain as criminal

*bounty can only be placed within limited timer to prevent abuse from the victim such as placing bounty multiple times soon after its been claimed

*once bounty has been placed it can be claimed by players with Bounty Hunter licence, the Wanted person has to be podded

*bounty cannot be placed on player with followings flag/status
-war dec.
-faction warfare
-duels
-scams
-shooting player corp mates
-shooting alliance members
-shooting at objects belonging to any of the above

*bounty can only be placed as ISK, it would NOT be automatically placed based on value of destroyed assets when victim gets blown ( insurance is for that reason)

*can only place bounty in the faction / empire boarder where crime was committed

*wanted people would only have bounty shown on their heads in the faction side they committed the crime in

*cannot place bounty's in null space

*cannot place bounty's in WH space

Bounty Hunter / Wanted and various flags how this would function.

There would be certain benefits as to be Wanted and Bounty Hunter hence the thread title.

*there would a be timer as when the bounty gets posed on villains head, this would start as soon as victim reaches any NPC station with Bounty Hunters office, than there would be limited time in which they will report that player or forfeit their chance to do so

*if player wont report then villain wont be flagged

If you want to be Bounty Hunter you need to buy license per empire, to hunt Wanted people, licence would have expiration form the date of purchase, this is to give wanted people some mobility over different faction boarders and perhaps let them survive little longer

To become Bounty Hunter you need to be in good standing per faction / empire, anything above 3 should be okay or however devs would decide to be fair game, this sort of system should not be forgiving, this is to prevent any abuse

You cannot be Bounty Hunter if you have bounty on your head for that side of faction but you can be bounty hunter in the faction you did not get Wanted flag or is in good standing to buy license.

Bounty Hunters with license can buy Bounty Hunter skins for their ship, same for Wanted players, if they want to play as criminals.

Ship skin can only be applied while having valid bounty hunter license for the faction.

If you have a skin on ship and your license would expire, the ship skin defaults to what ever it is when ship is manufactured and your need to buy another skin with Bounty Hunter points acquired. Should not be expensive at all, because it supposed to be fun.

As you're in a role of Bounty Hunter you gain standing with Bounty Hunter NPC store, that’s where devs get creative as to what can be unique and purchased from the store.

None of the items should provide any advantage in pvp / pve, purely cosmetics, some items would be more unique ( this is also up to devs)

If you commit crime, your Bounty Hunter standing gets hit hard and you lose license till you fix your faction standing and reacquire license for that faction.

You will get no points if you kill same person more than once within limited time frame to prevent abuse of Bounty Hunter store point system.

I think between crime and report of villain something with 1 hour should be good start.

Now for Wanted.

There would be a shady type NPC stores in certain parts of faction / station / main hubs and only accessible by Wanted players
ALL items are none trade-able and bound to that character to prevent any abuse for people with multiple characters on same account.

Same rule applies for Bounty Hunters

If someone wants to have Bounty Hunter on 1 account and wanted person on another, that's totally fine, or have each on same account, the items are bound to that character name and not the whole account

Wanted players cannot place bounty on another wanted person.

If you want to place large bounty on someone, ask for a loan from corp member, or sell plex. If you got blown up and your poor
its up to you how much you want spend. Even criminals with 1 isk bounty will be flagged in that side of faction as Wanted.

For Bounty Hunter it wouldn't matter how much someone has on their head, since they get points for blowing up criminal pods and the more kills Wanted player has the bigger the reword with store points.

You cannot collect bounty in WH or Null, since you need license to collect bounty only in specific faction side where criminal committed crime, Amarr, Gallente, Caldari, Minmatar

If you are in fleet with booster alt or friends and engage in criminal activity, all in that fleet / group will get flagged as Wanted, unless they have engagement option disabled before the combat started, this is to prevent veteran players putting new player into Wanted status by letting them join and commit crime.

If you getting boosted by alt or fleet member, since you have active buff, you both would be flagged as Wanted.

Whoever blows up pod first gets the bounty payout, blowing up ship is not enough. If this was group effort, whoever gets ISK from POD kill can if wants split the reward between part members.

Its fine to place bounty between accounts, this would create player made evens, cat chases mouse.

Player clones are also affected by bounty since they share the same name.

That’s all I have. This can be developed even further and make very nice addition to existing EVE game play.

So I bolded the part that kills your entire plan.

Bubbles are the only realistic way to catch a pod unless you have a stupid pilot who isn't pre-aligned to warp their pod out. Since bubbles are only usable in null, where this "wanted" status would be exceedingly uncommon under your criteria, bounties would basically never get collected.

How is this a simple, effective and fun system, given that you're locking a rather large chunk of players out of the system entirely and placing heavy restrictions on those you actually do allow to play with it?

The most amazing thing about the bounty system is that, as awful as it is, almost every proposed "solution" somehow manages to be dramatically worse.

Well its cat and mouse chase after all Old Pervert , it wouldnt be fun if you can lock every pod, then collect very little bounty it has.

I know its not easy to lock on pods, devs could add an in game item that would help Bounty Hunters catch pods only in High and Low sec, this would only apply with certain restriction so it wouldn't be abused in regular pvp and podding players.

Anyone recall how ultima online bounty system worked, that was fun wasnt it?

Anything can be programmed, just needs to be thought out well.

There are no restrictions Danika, this is for high and low sec looking for some extra fun, you can still do everything you already can as is with our without it.

Would you like to have no bounty system at all SurrenderMonkey? Sometimes you need to take 2 steps back and 1 setep forward to make things work.

No restrictions? Have you actualy read your own OP?

Why can I, as a nullsec player, not participate in your bounty system in any way shape or form, and how is that not a restriction?

How can I do everything in your system that I can in the current one if I cannot bounty you for your posting, SurrenderMonkey for his hair, old pervert for local smack, or literally anyone else for any reason I can think of that the game's aggression system does not consider a hostile act? Bumpers, campers, industrial competitors, useless couriers, corp thieves, members of TEST, friends of mine, people in expensive ships, badposters and friendly FCs all deserve bounties too. Why is it a bad thing for me to place them, and how is preventing me from doing so not a restriction?

Oh I see now what you saying, you can still participate as Hunter or Wanted except to collect or place bounty requires you to be in high and low sec, null and WH is already lawless hence it wouldn't make sense why you could do it there.

As far as placing bounty on players because of random acts of kindness? that just taking advantage of already broken system.
That should not have a place in the game to begin with. I recall when that initially came out, people would place bounty at random just because someones name popped in chat or they didn't have one already ..lol

You are confusing the Bounty system with a legal system.
The Bounty system is not intended to be anything to do with laws, outlaws or anything else. It is there for players to put money on another players head as an incentive for someone to kill them.

Hence the reformation of it to something more meaningful right?

My idea is merely revamp of existing system. Sometimes you can't have one thing working right with out another.

What fun is it, when you put 100 mil bounty on a player just to have his alt kill him and collect the bounty?
Who losing than?

Your idea is not more meaningful, it is destroying the entire existing system and all the players who use the existing system. A revamp would maintain the majority of the features, such as the ability to bounty anyone, and the ability for anyone to collect on a bounty.
Your idea is a total change without presenting any need for said change, and is also totally exploitable.

Sorry you feel that way, sometimes you need to exploit something to find out its broken, and then fix it yes?

Entire existing system? lol, you mean placing bounty on someones head for no reason, its perfect system in place why change that?
( I just put 100k bounty on my alt just because I could do that) there has to be better solution, I only look to improve it, and its not very easy

Sometimes changes are important, with out change things get boring, redundant, stale, obsolete, its like licking paint on the wall and hoping it will taste different ? weird analogy haha

I am merely pitching an in idea, 99% chance it will never find its place in EVE, we here to discuss it why it sucks for some and not for others, and what could be done to improve it.

ANY feedback is appreciated. Thanks for reading.

That's not how bounties work (any more).

The bounty value listed on a player is more like a "pool", and when someone kills them they get a percentage of the value of the ship killed from what remains in the pool. You will always earn less on the bounty than the cost of the ship lost, so unless you've stolen a corporate hangar and have ships to burn, you'd be losing money killing yourself.

Example using fake and simple numbers: Player has a 300k bounty and is killed in a 100k ISK ship. I've read the max percentage is 20% if it's a solo kill. So their killer earns 20k ISK, and there's 280k remaining bounty on the player.

Furthermore, restricting reasons for placing bounties means restricting the ways Eve is our sandbox. It's a way to create, or respond to, conflict without directly taking up your own arms. Maybe to incentivize others to apply pressure to a group starting to operate on "your" turf, or make a traitor/thief/scammer a possible target in wherever they move on to. Any slight, real or imagined, is fair game.

ok, so let me get this straight..........

1.) Have to have a Faction Standing minimum of 3 (Gallente, Minmatar, Caldari, Amarr, ORE, etc) to obtain a License to Collect Bounties in their Realm of Space (for the Empires this is High and Low security). So you need 4 different License for each?

2.) Can only place a Bounty on a character with which you have had an actual Combat PvP experience with

3.) There are no Bounty Offices in nullsec? do the Pirate Factions count as Factions in this regard? So ok you can not place a bounty on someone while you are in nullsec.

4.) a Bounty can only be placed on someone in.....what 15minutes or so of interaction? (think that conforms with the Flashy Red and Yellow crime timers)

5.) Someone with a bounty on their head would only show as Wanted in the Empire space the Bounty was created in.

6.) You can not place a bounty on someone you are @ War(opposite FW member), in a duel, in a corp/alliance with.

7.) Bounty Hunter License has an expiration date....30 days? can we say PLEX anyone? How much would a License cost?

8.) Commit a Criminal act (flashy yellow/red) as a Bounty Hunter you lose said License immediately for that Empire.

9.) Bounty Hunter LP store....Cosmetic Items only....30 day skins? wtf....no

10.) Would you get ISK or just LP from completing a Bounty Kill?

11.) This is EvE, items are not Bound to characters/account, at least not till you consume/use them we have an open market....no bounding.

I can see some relevancy for a few things and not so much on others, I am slightly intrigued.......
As to the others on a few comments.....Being a Bounty Hunter should be restrictive, not a free for all, want that playstyle move out of null...i get it.

To the OP, I think i have the basic concept your shooting for am i correct?

I said its fine to have an alt on either side of spectrum. I mentioned there would be limited timer as to how often one person could shoot same Wanted person so they wouldn't abuse alt farming. I proposed 1 hour, but it can always be tweaked.

*Yes one licence per faction, total 4 if you want to do BH everywhere, this is to provide more freedom to Wanted person in case lest says you are -5 with Minmatar but +5 with Amarr so you cant endlessly chase that guy unless you fix your standing

2.) Can only place a Bounty on a character with which you have had an actual Combat PvP experience with

*Yes, thats like current criminal flag, he did something to you and report him and place bounty

3.) There are no Bounty Offices in nullsec? do the Pirate Factions count as Factions in this regard? So ok you can not place a bounty on someone while you are in nullsec.

*I would prefer leaving null and WH out of it, because its vast, lawless, chasing Wanted guys would almost become impossible there, that's why high and low sec would provided better visibility for this sort of game

*as far as pirate factions, this could be somehow incorporated down the road and involve them somehow and perhaps other NPC factions as well

4.) a Bounty can only be placed on someone in.....what 15minutes or so of interaction? (think that conforms with the Flashy Red and Yellow crime timers)

*Correct, timers could be higher since perhaps if your clone facility is far, this is to provide you all the time you need to report criminal activity

5.) Someone with a bounty on their head would only show as Wanted in the Empire space the Bounty was created in.

*Correct

6.) You can not place a bounty on someone you are @ War(opposite FW member), in a duel, in a corp/alliance with.

*Correct

7.) Bounty Hunter License has an expiration date....30 days? can we say PLEX anyone? How much would a License cost?

*The expiration is irrelevant to plex timer, it can be set at 7 days, if BH forgets to renew licence he may miss juicy reward, this is to provide more chances to escape for Wanted guys

8.) Commit a Criminal act (flashy yellow/red) as a Bounty Hunter you lose said License immediately for that Empire.

*yes, this could be tweaked where, let say you shoot at someone accidentally it will cost you 1 point of faction standing, if you blow someones or pod them it will revoke you BH licence for that faction, since it would go below minimum recommended for BH license

9.) Bounty Hunter LP store....Cosmetic Items only....30 day skins? wtf....no

*This is some of the things that can be acquired, BH skin's would be for all ships, and would cost 1 LP for example, this is sort of like you cant drive cop car if your not a cop, if you would lose license because you decided to go lawless you would lose skin on X ship, back to default

10.) Would you get ISK or just LP from completing a Bounty Kill?

*Both

11.) This is EvE, items are not Bound to characters/account, at least not till you consume/use them we have an open market....no bounding.

*Right, reason for it is to prevent certain degree of abuse, can be always tweaked to please majority

I can see some relevancy for a few things and not so much on others, I am slightly intrigued.......

I cannot participate in your bounty system unless I leave the space I live in entirely. Why is that good?

Can you explain why you do not think that people in a vast and lawless area would want to pay money to have other people in said lawless area killed? How does this not make sense?

Why should placing bounties on people for scamming, bumping, corp theft, local smack, being in test, being industrial competition, flying expensive ships, shiptoasting on the forums or having terrible hair not be allowed? Why is it a bad thing for me to want to pay someone money to pod you for your posting?

Okay, if such system would displease majority since they cannot participate due to living in null, WH. its an easy fix. You get to collect ISK bounty and not just % as it currently stands but whole amount. But since this is collected outside of the empire / faction boarders you will not collect whatever points you would get if you were to pod Wanted player in high and low sec.

Now to answer you second question. If existing bounty system was not in place to begin with, than this wouldn't have been a problem to begin with.

If you want to pay someone ISK to pod another player because of reasons, its your ISK, you can do whatever you want with it.
