Ship Movement Response Delay [VIDEO]

I've been noticing responsiveness delays when I try to double-click in space (3 seconds), when I try to use the approach/orbit commands (2 seconds), or when I try to set my speed manually (1 second). Here's a video of it: https://www.youtube.com/watch?v=733P-vxPZ54

I've had this since I started playing EVE. I never have delays with anything else in EVE, so I don't think it's input lag. I also checked my ping to the server and it's 20ms. I don't have much going on in the background, just chrome.

Is this actually normal? The one I'm most concerned about is the delay from double-clicking since that's the most pronounced. In videos of EVE I've been watching it looks like there's an instantaneous reaction when they double-click.

Update: Whilst trying out manual piloting, I tried clicking as fast as I could. I found that the ship will only responds to a single double-click command per second, rather than every individual click. It also takes a second for it to register. I asked in the Help channel and they said this wasn't normal and normally ships respond immediately to every click. They suggested it might be lag but as I say I've never experienced delays with anything else.
