Launcher - SISI Error - Missing File?

TL;DR: TQ is fine, SISI gives the error. Logging shows me that there is a missing file: qtwebengine_devtools_resources.pak
Use Steam to get into the launcher, but my account is NOT steam based AFAIK.

Looking for either a fix or if its possible to launch sisi without actually having to hit a button in the launcher.
Things I've done:
Confirmed integrity of shared cache
Confirmed permissions of cache
Used Steam to confirm files are there.
Moved to the Beta version of the launcher.

Note that the code changes each restart.

So some gremlin must have seen this post, because I've been able to log in successfully (note that its been 2 weeks since the issue started).

Note that I did still have an error, where the overlay would suddenly appear over the launcher and also freeze and I also had to relog the account, but it IS working.

So... Thanks Mr Gremlin!
