It does come down to interpretation, so if you have asked a GM and they have said that 'dragging Concord' is acceptable then that is then go with that ruling. After all Game Masters enforce the rules.

yeah i see that and im not disputing whats there ,
but dragging concord does not delay the response time from what its supposed to be ,
the tactic is related to moving concord from the current grid so they don't pop you early ,
in effect resetting it to the norm as per the systems sec.
you still get slapped within the time frame the rules state you should.

ill clarify though, im not trying to advocate one way or the other here ,rules are rules, id just like have this clear.
