Skill at the use of mining laser algorithms and precision techniques to increase mining speed, 5% reduction in Activation time/Duration per level for mining lasers and strip miners.

Increasing yeild wont make mining suck any less. Rather see this tied into a mining revamp (ie mining accuracy increased)
