Whoever owns a system, the alliance, should put into effect Taxes, on all Trade that happens there. Also, what class of ships/structures to be built in it. Minimum Pricing of Minerals/Asteroids per unit, etc. would be good. Ships that warp in the system, can be subjected to Tax, to use the jump gate(they will get a pop up window the first time to showing the "travel tax"+Rate the owning system alliance set, and choose to pay it or not) Note: a person can always select the system on map and choose to pay back taxes+Accept the owning system alliance rate anytime, money will be deducted from their account.

Anyone who, is not in the alliance that owns a system, can still put up a Citadel/Engineering complex, and can choose to comply with the Rules, they will be given an option in their station management screen to do so. If they do not want to pay the "System Tax for operating" set by the Alliance that own the system, then the Alliance will be notified. The alliance can choose to take whatever action, by contacting the owner of the Citadel, to pay up and/or Blow up the citadel/Engineering complex.

Why? What problem does this solve?

Also, if you think alliances will let other non-blue corps live in their space and put up structures, then you're delusional. Anything not in alliance gets blown up, taxes or no.

you do realize the tools to do everything you asked for already exist in game right?

I am not sure if it is as comprehensive in Null sectors, with the Laws/Taxes that can be dictated by an Alliance that owns the system. How about Customs offices, can an Alliance Tax them as well, given that they allow someone else that is non allied to operate in the system?

You have extensive control on tax rates for -10, -5 neutral +5 and +10 standing for each customs office.

You can already set taxes for customs offices that you own, and you can also set fees for the usage of structures and their services. Please do research before you ask for features as often they already exist in the game.

You can write any laws you want - just don't expect CCP to enforce them for you. You need to figure out how to do that yourself!

If you want a highsec example - look at CODE.

Please, Fifty Three, at least do some reading on how the game already works before spouting out whatever pops into your head...

Players can already dictate rules for their space. Customs Offices are already taxable by their owners.

The enforcement of rules beyond tax rates on Citadels and Pocos is up to the reach of a player's guns. See: Rental Alliances in Null Sec.
