We agreed to an in game transfer as we are both from the same alliance.
While this person said they were making a forum post, I prepared my isk.

They told me the post was up, I looked, then transferred the isk.

Now the person has left alliance and blocked all form of communication

I have dealt with this type of behaviour before. CCP will be on point, although it may take a week or two (I've had them respond to this within a day though).
