Look into used parts, should be plenty of LGA1150 CPUs and DDR3 ram sticks available as ppl upgrade into Ryzen and Skylake.

Intel Haswell i5-4690K/i7-4790K would be your best bet, but any haswell i5/i7 or even i3 will do just fine. For GPU Radeon RX 460 or Geforce GTX 1050 (both around 100€ new) run modern games at 1080p 60fps with ease if you drop down some eyecandy.
