Plex and Additional Training Queue

What has happened to activating plex remotely ? I don't seem to be able to either activate plex without actually going to the station where it is located and there is no option to activate additional training queues in the vault so I have now added time to the wrong thing because I was expecting an option to activate additional training queue at some point in the process to be available.

I am so far giving this 2/10

I believe you can only activate it from your plex vault. And for it to be moved to the plex vault you must actively go to the station/citadel it is located. That's what gets the -1 from me, the fact that we can't remotely move it to our vault or the fact that the game doesn't recognize the asset.
