Anybody knows any Minmatar's mission with so valuable rewards like from Tolan or Michi?

The main reward for completing Cosmos Agents is the Faction standing increase. The Storyline modules, BPC's, Implants, Munitions and ISK is all extra and randomly rewarded. I've completed all of the Empire Cosmos Agents and I must say the story plot for each Empire is very good.

As for your question, no there isn't really any specific high valued Storyline module or Implant received as reward from the Minmatar Cosmos Agents.
