Where do PI command centers come from? There's not BPO. Do they just appear from thin air?

Essentially, yes - they're seeded by NPCs. CCP has been gradually replacing NPC seeded items with BPOs and BPCs, so I would expect that they'll eventually include command centers as well someday.

They are seeded in every region of empire space at 81,000 ISK. Find your nearest seed station in the Planetary infrastructure section of the market. You'll need an industrial to haul them - 1000M3 each.

CCP will probably create BPO for them eventually, and remove NPC seeding.

They just haven't gotten around to it.

Team PI was disbanded during the great staff purge (20%) at CCP several years ago, and PI has been ignored since then. PI is one of the infamous Jesus Features that CCP introduced, and then abandoned despite promises not to do that.
