Can I access the Orca's Fleet Hanger from another ship (i.e. a Hulk) ?
If so, then how?

Yes.

The orca pilot right clicks on the fleet hanger or ship maintenance bay and makes it shareable. The hulk pilot can then access the inventory tree for orca. Has the ability to swap ships, refit, or place & remove items in orca.
