Ok lets say you make a new alt, and low skillpoints , but you have a decent amount of isk to buy a good ship, what ship would you buy for that alt to run lvl 3 and 4 missions?

From my experience there's a bit of a jump from 3 to 4.

I favor drone ships personally, but I'm not sure if they fit your low skill setup. A Vexor Navy Issue can tear through lvl3's even with T1 drones. I prefer to skill to the dominix and use sentry drones for Lvl 4's, but again I'm not sure what you're looking for skill-point wise. The VNI with sentries may be fine for many lvl 4's.

The benefit of using drone ships is nothing you do with smaller ships (other than the ship skill itself) is really wasted when you step up to the next ship.

You can go Tristan->Algos->Vexor->VNI/Myrmidon->Dominix and it's not like you're wasting time on small guns when you end up using large guns on the BS... those light drone skills are still used.

Or if you're just looking for standings... run hauling missions in a T1 fast hauler (nereus) for lvl 3's and a T1 large hauler (Iteron) for lvl 4's.

100% agree with this, if your low skill now just do distribution missions, you can pick up standings and LP quickly if you spam missions.

machariel all day every day. Warps like a frig, flies around like a cruiser, and does bs level damage. lv3/4 skills should be plenty for lv3 missions. in lv3s you will spend more time in warp than on field shooting stuff. this thread has some good ideas to start with, although LP values are less these days, I'd also go for t2 hypers as they aren't expensive these days https://forums.eveonline.com/default.aspx?g=posts&t=345580

for lv4s this thread has some of my suggested fits, meta levels are pretty adjustable I typically got 2 faction 2 t2 damage mods, and since the MWD tiericide a meta MWD: https://forums.eveonline.com/default.aspx?g=posts&t=453127

Domi, good for afk but an isk/hr shithole. MJD+sentries is about as fun as mining, probably less interesting as you don't even need to worry about code.
golem, overly expensive, long ass train, and I can't stand missiles. Jack of all trades master of none

that mach dps is only good for you if you don't spend the whole mission jammed, go vargur and forget about ew

domi can fit 6x350mm, drone control rig and shoot from where it lands. MJD afk is an option, it's not in anyway a requirement. It also applies damage well on incomplete skills, and is resilllient against ewar.

I would recommend against trying to make an "AFK Battleship". The Mach is a lot more hands-on and fun to play with, and might stop you quitting due to boredom as quickly.
