Base lock range

I'm currently using an exploration fit on an imicus but the base lock range is 35km but on my ship its decreased to 10km an i can't figure out why. can anyone help??

EDIT: found the problem to be that the warp core stabilisers decrease targeting range by 50%. leaving this thread open for other players with the same problem

They also increase lock time, by penalizing scan resolution.

It's worth noting also that fitting a cloak will gimp your lock speed in a similar fashion.
