i know u can buy tags to increase faction standings but is there a limit to how many times u can do it?

Not sure what you mean, but there are no tags you can buy to help with faction standing. The only way is grinding missions, and some one time offers from special mission agents involving tags iirc ("the plan").

Yeah, you're talking about Event Agents, specifically Data Center Agents which are a one time use.

There's more info about repairing Faction standings in 'The Plan'.
