Im sorry if this question has been asked a bunch already.

Im just trying to figure out what skills i need to be training for maximum bonuses.
I read in the dev blog that your able to get a max 57.13% for Mining Laser Optimization, Yet i cant seem to figure out what skills i need to get up there.

You need mining director, industrial command ships, and other fleet skills to boost the range
Orca can not get to 57% reduction, that is a rorqual with t2 industrial core. Orca maxes out about 40% reduction for mining laser optimization.

My orca pilot has Mining Director IV but I have maxxed out the ship skill (it gives so much at once... better boosts but also better cargo, bigger ore bay now for each skill level, and bonused damage/mining amount/ice mining time reduction/drone HP per level for yer drones, etc. etc.) aka Industrial Command Ship (ICS) V.

As Fish Hunter mentioned, a Mining Foreman Mindlink will also be required to get the best mining boosts possible, I'm doing without one for now as my booster only has a Republic Fleet mindlink clone (shield/skirmish) and a Federation Navy mindlink clone (armor/skirmish) at present, and compared to a friend of mine with a mining mindlink + Mining Director V, my boosts are noticeably lesser. Still very good, tho! Skiff+Proc+my orca vs. just skiff+proc is also very noticeable for both laser range, cycle time, and cap use (not using the crystal damage reduction boost ammo).

There is also a mining+shield mindlink now from ORE, which I believe you can get by combining the t2 shield and t2 mining mindlinks together, similar to how the Rep Fleet/Fed Navy/Amarr Navy/Cal Navy mindlinks work from LP stores. Since Orcas have bonuses to both mining and shield boosting, it pairs really well with 'em and when I start a 3rd clone for my booster, it'll be with the ORE mining/shield combo mindlink for sure.
