As an additional cost of being the aggressor in a war declaration... you become suspect until the war ends. Effectively, while concord is looking the other way when you attack one corp or alliance... they look the other way when ANYONE attacks you.

This provides more targets in HS for everyone... which is good, right? Even the wardeccers should like this idea. Those being attacked should like it because there are more people who might just jump in and shoot the people who are attacking them.

A sticky about wardecs is useless as shown by the existence of cloak sticky not preventing cloak whine thread.
