Standup Capital Ship Bay

Refineries mean that one of last remained function of POS is to store few capital ships.
I suggest to add new Structure Service Module which can be actual for little and medium groups as interim decision before holding of Fortizar or XL structure.

Can be fitted to medium and large Upwell structures (except obvious Fortizar).
Standart fuel consumption.
Provide single capital ship hangar with limited capacity.
Have separate access list - as other services. Listed pilots can see bay's content and board any ship in it.
Boarded ship becomes player's current ship and dissapears from bay, but still occupyes capacity.
Switching and ejection of boarded capital ship returns it to bay.
Log off being in capital ship triggers eject of capsule and returning of ship to bay.
Running service allows to undock capital ship - if pilot has service's right.
Running service allows to dock capital ship - if pilot has both dock and service's rights, and bay has enough free space.
Idle service does nothing, locks contained ships.
Dismantling of service module destroys all contained ships.

That function is being served by Tethering, they're still working on getting the bumping fixed.

Also CCP has said, repeatedly, that "feature parity" just means you can do pretty much all of the major things you could do with POSes and Outposts in Upwell Structures, not that everything is going to have the same cost.

If you want to dock Capital Ships then use a Large Upwell structure.

I love an idea like it, but I think the current version of CCP (no disrespect) would not be a fan of the complexity. You would essentially be creating an exception to a rule. I feel like a lot of the things that CCP of today is doing is trying to make it so that there aren't exceptions to exceptions. My 2 cents.

IMO, they should leave the barebones functions of poses in game, ie the force field. That alone means many capital ships, and certain sub caps, are definitively safe upon escaping off grid. The alternative would be to allow ships to tether (as long as all hostile modules are OFF, not red-cycled, but 100% off) upon landing at a Citadel structure, but still prevent them from being able to dock.

I know initial idea of eternal capital "tethering", but looks like it was declined and forgotten.
