How do you find Ice Fields now? I use to open my scanner and cosmic anomalies were listed, how do I get this back? Thanks...

check your filters in your scan

I remember they used treat the static ice fields like an ordinary ore field and you just warped to it through the right click menu. And wouldn't respawn till down time

Now with the citadels, I believe those fields weren't big enough to support them all. So now they have small respawing fields, that now listed in the anomaly probe scanner list.

Not all systems have ice belts. They are shown on http://evemaps.dotlan.net/map with a blue ring.
The ice belts aren't always there. Miners generally clear them in an hour or two and it takes 4 hours before they respawn.
If they are there you can find them using your anomaly scanner

As others have said, CCP changed all of the static Ice Fields into timed spawns. However their locations are still the same.

This app still lists all of the Asteroid and Ice Field locations in the Eve Universe.
