Don't advertise it as maxed because first off it can't use ice excavators, no capital shield skills maxed no max range mining boosts (which would require Fleet command 5) but the rest looks pretty good.
For estimating the price you could look at the plex cost of training it; the revenue of turning all the SP into skill injectors or use that tool all the cool kids seem to be using.
