We need a better safety mechanism

I'd like to see a safety setting between yellow and red:

Specifically I would like it to allow me to do things that give suspect status, but block actions that lower security status. I've accidentally done some stuff like web a wreck or something like that, in the past, on yellow safety, and I really wish yellow would allow pvp but attempt to maintain security status.

I'd have to double check but I'm pretty sure anything that makes you go suspect also results in at least a small hit to sec status, including things like stealing from wrecks, making this something of a moot point.

You can't do baddie things and not expect to not get a baddie label with reputation labeled as a good guy intact...doesn't make sense, I'm a hells Angel biker but I'm really a nice guy???

Only a few suspect acts affect sec status (mostly to do with inherited flags).
