I offer some unsolicited advice if you are interested. With the exception of Jerry T Pepridge (who will likely want to pledge 20 Bil), no one is going to touch this the way you've written it. If you're serious about pursuing a loan, you should include at a minimum the following information:

1) What is the loan for?
2) When will the loan be repaid?
3) What time period does your proposed interest apply to? Interests rates posted in this forum are typically "per month", you would do well to confirm if this is your intention or clarifying if it is not.
5) Will you be issuing collateral to cover your loan (if so, you probably won't need to offer a return rate as high as 10%/month, although that will ensure your loan is quickly filled).
