I believe that CCP could add missions that require scanning as part of the storyline as an example this would be a sample of the storyline;

NPC-we have lost contact with a deep space vessel doing research in unknown space and have lost contact, the information they have is critical and needs to be recovered, your mission is to find the WH entrance located in (system name), and enter into WH space and scan down that vessel and salvage the wreck for the information we are looking for.

Obviously the anomaly wouldn't be visible till it was entered then a short timer to get in and out before the anomaly becomes on grid for all to see.

What this does is get people out of empire and into deep space, these missions could help expose those hesitant to risk but the rewards must reflect that.

All this is is anoms that are not initially visible to anyone else in system. No one's going to agree to you that making anoms safer from PVP encounters outside High is needed nor wanted. Just saying.

"Tomahawks?"

"----in' A, right?"

"Trouble is, those things cost like a million and a half each."

"----, you pay me half that and I'll hump in some c4 and blow the ---- out of it my own damn self."
