Electronic upgrades
Minmitar frigate (26 minutes from being able to fly a cheetah)
Astrometrics (All astrometric support skills are 4 as well)
Archaeology 5 (Monster when it comes to relics)

Within just a few days of training this guy could be an excellent cov ops pilot pulling in hundreds of millions of isk a day from running sleeper relic / data sites.
