Regarding the question, of course there's a market. It's the same as anything else, people buy accounts they think match what they want or accounts they believe they can fix up and resell for more. Obviously the more in demand the higher the price but everything sells. Someone will want a toon and not care about the sec status, others will be willing to grind it up for the isk return.
