0% tax but still pay taxes?

I don't understand the basic mechanics behind 0% tax. 0 means you pay nothing but I still pay something. Why is that? For example, when I create a citadel and make it 0% to myself and to my toons I still pay taxes. Can anyone explain me, please?

Broker fee (for setting up orders) in a citadel goes to the owner, sales tax goes to the void. So if you set broker fee to 0% for yourself and friends, you still need to pay the tax for sales which is set by CCP and can only be lowered through skills.

Funny you should ask, someone I talk too asked CCP this exact question. The answer that was provide is the tax goes toward "Concord for protection in high security space". Being on the receiving end of what I like to call a Thunder Cat fleet (cheap T1 catalysts) after said ship has been destoryed by the Thundercats and the player has nothing left the loose, your paying for concord "protection" to blow them up after the fact. Great investment Lol Hooooooooooooo

Player tax is paid on the NPC tax amount.

Ya, it is stupid, but the SCC (Secure Commerce Commission) gets a cut of everything.

Only the player-tax amount can be changed. The NPC amount cannot. This ensures that there is always an ISK sink.

That's the nature of taxes. Every business that sells stuff has to pay taxes. Regardless of the ownership of the store.

Imagine me setting up a retail store in my home and setting the taxes to "0". It wouldn't work.
