Did CCP change cloaking module requirement?

Hi I've been away some time from the game. My alt is in a WH flying a cloaked transport ship. I used to earn some good ISK with planetary interaction or what it's called. When I logged on her, I couldn't use cloak. So I was obviously forced to log off immediately. Did they change some things? I thought they had a policy that what you can fly before a patch, you can always fly after :-( I'm pretty screwed without that cloak.

Are you a alpha-clone or omega? Alpha cannot use cloaks.
