Is it Anchoring from 1 to 5 ?

As if returned from Google St.Pat's day search:
while Searching for
"eve online anchoring skill"
on the first search and within the first search result on page 1 of it.

Citadels can only be deployed by members of a player owned corporation.

Only a Station Manager, Director, or CEO of the player owned corporation may deploy a citadel.
...
Citadels can be deployed anywhere in the system as long as it is 1000km from another
structure and 1000km from a celestial.

How to deploy:
1 to 4.

Click "Anchor" for an Anchor.

Now, I deliberately do not include the other part, not so that potential new enemies can start the sov warfare procedure,
but so that you can get blowed up if you don't read it for yourself.

Also no mention of Anchoring from what I read, and I didn't read either.

Skill at Anchoring Deployables.

No mention of Anchoring citadel(s) from what I read, or didn't read rather.
Building used to work better by single unit before being linked as single units after the first one.
+ 4 seconds longer. Then 24 seconds longer to add the first 4 seconds before.

Yes, in this case, you can built it
(Outpost Construction, Skill at constructing outposts.) and
it you can build it, you can anchor it.
Not the other way around.
But the new citadel will be able to make those, like the Raitaru citadel Engineering complex.
[no links, just made up on the fly by assumption docking at a Raitaru 2 or 3 days ago, before getting my new modem that the company still hasn't switched their login system to work on my end...]

Citadel Skill Requirements?
So I was thinking: What's the skill requirements for owning/operating the new citadels?

That's not the question.
The skill to own the citadel is zero,
and the skill to operate it or , make it function rather,
also are not the same skills required to anchor it ,
or to have built to anchor with what skills.

Anchoring says nothing about Citadel.

As far as I know, no skills are required to anchor a citadel or engineering complex.
