i was wondering is choosing a race matter a great deal or not?

if so, what is the better race to go for a new player who wants to pvp / combat rather than trade

None at all

The only differences are character appearance and the starting skills

The starting skills are only a couple hours train from each other...

Character race means nothing much, other than looks, RP background and some starter skills (which you can make up for in a few hours). Ship race CAN make a difference, if you generalise all the 4 races have their own pros, cons and strategies. As it stands Minmatar is very good combat wise while being versatile, Amarr is very good in fleet combat. Caldari and Gallente are seen as lesser ship races although that is slowly changing a bit.

But pick what you like based on looks or whatever you find interesting, at some point you'll probably cross train anyway.

Caldari and Gallente are both known for their easy PvE combat - Caldari missiles are one of the easiest weapon systems to train and use, and Gallente drones chew up PvE encounters with minimal babysitting from the pilot.

In the end though

Ships are always being rebalanced, what was flavor of the month could be complete crap in a few iterations... It's all up to your personal preference.

Your race has no bearing on this, would you be doing lots and lots of missions for one faction (which, again, isn't based on your race but rather on what you choose to do) then you might end up "kill on sight" in other faction space. For now just forget about it, you're free to go where you want.

Character race doesn't matter, ship race depends on what's FOTM, and amarr/minmatar have been FOTM for years now for pvp, while caldari has been FOTM for pve. Gallente have been seen as "gimped" for a long while but CCP is making an effort to change that. Generally, the least used ships are the ones that are the least useful, which has nothing to do with race in and of itself.

Look at it this way (again, generalising). very over simplified but it gives you an idea.

- Amarr; gold coloured ships, they use lasers and are good at armor tanking, having good range and high dps (they tend to be sluggish). because of those treats they're good at fleet PVP
- Minmatar, fast, agile, good dps, selectable damage types, easy fittings, versatile. Good at solo/small gang pvp and pve
- Caldari, mostly about missiles but some turrets as well. They're not fast and they tend to favour range over damage. Many ppl choose this for easy PVE, doesn't mean they're the best at it, just easy.
- Gallente, mostly drones but also turrets, they tend to favour short range, high dps.

Also note that nothing prevents you from training all races of ships. In fact, most end up training at least two and just about every long time player eventually train all races.

So it really doesn't matter beyond the first few months of play. I started with Gallente and trained up to Gallente Battleships over my first few months and did just fine in PvE even if these days I fly a Caldari Tengu for carebearing and PvP in ships from all four races.

In EVE, nothing prevents you from doing whatever you want except the time it takes for the required skill training to complete. and the choice of character race is almost irrelevant (mostly for flavor/looks/roleplaying)

Race determines what basic ship skills you start off with.

Your minimitar you start off with minmitar frigate skills and basic gunnery and projectile skills for small projectiles.

Race also determines where you start. Which of the four empire areas you start. As well as the starter npc corp you will return to if you drop a player corp after you've joined one.

Other then this its purely cosmetic.

Right away. Yes you can visit any of the four empires and no one will shoot you. If your run missions that have empire targets in them you will start to reduce you standing with said empire, but there faction police are slow to act. I think your standing with another empire has to be terrible for there police to start taking shots at you. Also if you join a militia the opposing empire Amar vs Minmitar Gallente vs caldari, then the cops will start shooting at you once you enter there territory

As minmitar you've chosen wisely minmitar tend to rock at anything, with only a penalty to there ships over all hit points. And the fact with there super capitals tend to be terrible.

Have a look at the link in my signature, it has a bunch of guides I've written and one of them is about the OP's question.

Small correction: Each player has 2 NPC corporations based on what you selected when you created your character.

Your starting NPC corporation is selected based on your race and school. Once you leave this corporation (e.g. by joining player corporation) you can never get back to it.

Afterwards whenever you leave player corporation, you are placed into your default NPC corporation which is different from your starting NPC corporation. This default NPC corporation is selected based on your race and bloodline.
